Requirements for Commercial Service Providers

Commercial hauling in the City of Elk Grove is a non-exclusive, open-market, registration system, and only authorized commercial haulers may provide hauling services for commercial solid waste in the City.  The requirements for commercial haulers are included in Chapter 30.50 of the Elk Grove Municipal Code.

An initial application must be completed by the hauler and approved by the City.  Additionally, commercial haulers must report tonnage and revenue information, pay hauler fees, and keep insurances current, and all vehicles operating in the City must pass an annual vehicle inspection and display a City-issued sticker.

Reporting

Commercial haulers are required to submit monthly revenue reports, along with the commercial refuse hauler fee, due on the 1st of the month, within 30 days after the last day of the reporting month (e.g. the January report is due March 1).

Quarterly reports, which include revenue and tonnage information, are due on the 1st of the month, within 30 days after the last day of the last month of the quarter (e.g. the 1st Quarter report for January, February, and March, is due May 1).  A twelve-month reporting option is available for use on an as-needed basis to help even out seasonal fluctuations

Registered commercial haulers that are predominantly clean-up companies use “clean-up company” monthly and quarterly forms, and the monthly revenue is estimated based on a $105 per ton calculation.

Sliding Scale

The calculation of commercial hauler fees payable to the City is based on a sliding scale.  The more you recycle, the less you pay in monthly hauler fees.

The % Commercial Refuse Hauler Fee is calculated each quarter from information provided on the quarterly report and the % Commercial Refuse Hauler Fee is applied to a future three-month period as shown on the Rate Determination Schedule

Late Fees

A late fee of $2 per business day will be assessed for each monthly report, hauler fee payment, and/or quarterly report that is not submitted by the due date.  The due dates are shown in the chart below:

Business and Multi-Family Recycling – Reports and Late Fees

Commercial haulers are required to complete and submit, on a quarterly basis, a Business and Multi-Family Recycling Hauler Status Report, with tonnage and compliance information for commercial customers that are included in the mandatory commercial recycling requirements.  The quarterly Hauler Status Reports are due on the 15th of the month immediately following the last month in the quarter (e.g. 1st Quarter is due April 15).  A late fee of $50 per business day for the first fifteen days, and $100 per business day after the 15th day, will be assessed for quarterly reports that are not submitted by the due date.  The due dates are shown in the chart below:

Construction and Demolition Debris Recycling – Waste Logs

Applicants for a building permit are allowed to either self-haul materials from the jobsite or to select one of the Registered Commercial Haulers.  When a Registered Commercial Hauler is identified, it is the responsibility of the hauler to assist the building permit applicant with all information required for the completion of the Waste Log at the end of the project.  The Waste Log is due within 30 days of the issuance of Certificate of Occupancy or the completion of the project.
