Laguna Ridge Specific Plan

The Laguna Ridge Specific Plan encompasses approximately 1,900± acres and is located in the southwestern portion of the City of Elk Grove.  It lies west of Highway 99, south of Elk Grove Boulevard, east of BrucevilleRoad and the East Franklin Specific Plan area, and north of Bilby Road and the area referred to as the Southeast Policy Area

Laguna Ridge Specific Plan

The Land Use Plan proposes 5,887 single family homes and 1,800 multi-family or medium density units for a total of 7,767 dwelling units, and approximately 265 acres of commercial, office and civic uses, which will allow for approximately 330 thousand square feet of space at typical densities.  It also includes approximately 165 acres for parks, 70 acres of paseos & open space, and 100 acres for schools.  The ultimate number of acres and units may vary slightly depending on more accurate survey information and the final alignment of roadways; however the total of 7,767 units establishes an approximate carrying capacity for the Plan Area.

Specific Plan and Environmental Impact Report

The Laguna Ridge Specific Plan was adopted on June 16, 2004.  Concurrently, the City certified an Environmental Impact Report for the Plan.  Both of these documents are available for download below.

NOTE: The Specific Plan has been the subject of several amendments since adoption (e.g., see Laguna Ridge Town Center below).  These amendments primarily involve the land plan as it applies to specific properties.  Please contact the Planning Department for the most current information.

Public Facilities Financing Plan

In 2005, the City adopted a Public Facilities Financing Plan for the Specific Plan.  The Financing Plan sets forth a strategy to finance the major backbone infrastructure and other public facilities required to serve
the proposed land uses in the Specific Plan.

Supplemental Design Guidelines

In addition to the Citywide Design Guidelines, development within the Specific Plan must comply with the Laguna Ridge Supplemental Design Guidelines.  This document, adopted August 2005, identifies special design considerations specific to the Specific Plan, including building architecture and street landscaping.

Laguna Ridge Town Center

In June 2008, the City approved the Laguna Ridge Town Center Specific Plan Amendment.  This change to the Specific Plan modified the land plan for the area between Elk Grove Boulevard and Civic Center Drive from Bruceville Road to Laguna Springs Drive.  It also included the certification of a Subsequent Environmental Impact Report and the adoption of the Laguna Ridge Town Center Design Guidelines.

Laguna Ridge Supplemental Park Fee Program

The Financing Plan for Laguna Ridge (described above) identified a variety of potential mechanisms to fund the costs of new infrastructure in the Specific Plan, including public fee programs.  From 2005-2007, private programs managed the development of infrastructure.  Additionally, in 2006, the City entered into Development Agreements with both Pulte Homes and Reyen and Bardis Communities (R&B) for their respective projects (The Grove and Del Webb) in order to in order to provide a timing and process for parks construction.

In October 2009, the City Council directed the creation of a Parks Improvement Fee to cover the acquisition, design, and construction of parks within the Specific Plan.  This fee was adopted in September 2011.  By adopting the Parks Fee, the City (along with its parks partner the Cosumnes Community Services District) took over responsibility for design and construction of the parks within the Specific Plan.
