Old Town Area Improvements

Purpose and Need

The City of Elk Grove has several projects in design and in construction in the Old Town Area. These projects will include street improvements, the addition of bike lanes, utility undergrounding, utility extensions, sidewalks, drainage improvements, parking lot improvements and continued improvements to the Old Town Plaza site at the corner of Elk Grove Boulevard and Railroad Street. The purpose of these projects is to create a sense of community by providing improvements to access and circulation for those walking, biking, riding transit and taking rideshare, and for those needing a place to park to spend some time in Old Town Elk Grove. The City wants to create opportunities to gather in the Old Town area in order to improve the economic vitality of Old Town. Our hope is that we will create a place where people want to go to spend their time. The three main projects (Railroad Street Improvements, Old Town Plaza Phase 2/3 Improvements and Old Town Streetscape Phase 2) are all City Council priority projects and will help the City meet the Council’s 2019-2021 Goals.

Public Outreach

On May 14, 2019, the City held an open house meeting to inform stakeholders about the projects planned for the Old Town Area and to collect feedback and answer questions. A formal presentation was made by staff and project team members and was followed by a question and answer period. Afterwards attendees were invited to join City Staff and Project team members at the back of the room to look at presentation boards in a more up-close and personal setting where additional conversations could take place on a one-on-one basis. In addition, attendees could place comments directly on some of the boards showing features they liked or to make alternate suggestions.

Old Town Special Planning Area

A Special Planning Area (SPA) was created in an effort to protect the historical character and ambiance of Old Town. The SPA defines the type of land uses that can come to Old Town and establishes site and architectural design standards and guidelines. The Old Town SPA was originally created by Sacramento County in 1985. However, a significant update was completed by the City and formally adopted by the Elk Grove City Council in August 2005. As part of the 2005 update, a requirement to provide a triennial report to the City Council was established that would summarize the development activities within a three-year period and identify possible updates to the SPA in response to changing conditions. The first triennial review of the Old Town SPA was completed in June 2010; a subsequent update occurred in 2014. Three minor amendments were completed in 2017, 2018, and 2019. The City is currently in the process of updating the Old Town SPA and more information on the effort and public workshop dates will be announced in the future. View the current SPA.
