Old Town Streetscape Improvements

Project Overview

The Project will improve Elk Grove Boulevard between School Street and Waterman Road by adding buffered Class 2 bike lanes, landscaped property frontages, continuous sidewalks, pedestrian crossings with rectangular rapid flashing beacons, enhanced bus shelters, drainage improvements, and pavement rehabilitation. Overhead utility lines will be placed underground, making the corridor much more pedestrian friendly. 

Project Exhibit

The City of Elk Grove has received grant funding from the Sacramento Area Council of Governments for preliminary engineering and environmental studies for the improvements. In December 2018, the City secured construction funding for the Project through a $4 million grant from SACOG’s Community Design Funding Program.

The existing roadway provides one traffic lane in each direction, with varying shoulder widths and intermittent curb, gutter and sidewalk. Existing on street parking is limited to areas with wider shoulders and is sporadic throughout the Project limits. The existing intersections within the improvement limits are un-signalized.


Current Status

The Project received environmental clearance in 2017 and has proceeded to the final design stage. Coordination is underway with utility companies to design the underground relocation and determine a joint trench alignment and location of above and at-grade utility components and service lines ahead of Project construction. The undergrounding of utilities will begin in Summer 2020, and the construction of the Streetscape improvements will follow in Summer 2021.


Community Outreach

The City and consultants from Dokken Engineering have worked with adjacent property and business owners to identify potential impacts to each property as a result of the Project. The City also has coordinated closely with a stakeholder committee to review draft alternatives before the Project progressed into final design. The stakeholder committee included representatives from the Old Town Foundation, the Elk Grove Historic Preservation Committee, the Elk Grove Trails Committee, the Chamber of Commerce, and the Elk Grove Disability Advisory Committee.
