General Plan/Zoning Consistency Program

In implementation of the City’s new General Plan , the City is preparing a series of amendments to its Zoning Code and other portions of the Municipal Code.  The Zoning Consistency Program is intended to provide consistency between the Municipal Code and the General Plan.

Zoning is the regulation of land use and development standards (e.g., building setback and height, parking, landscaping, signage).  To accomplish this, the Zoning Code divides the City into a series of zones, which are illustrated on the Zoning Map.  The Municipal Code is the book of laws and regulations adopted by the City.  In accordance with State law it must be consistent with the City’s General Plan.

What Is Included
The Zoning Consistency Program includes the following components:
  • Updates to the Zoning Code (Title 23): Various amendments to the Zoning Code are proposed, both to the text and map.
    • More information on the text revisions will be available soon.
    • Map revisions including the rezoning of various properties for consistency with the General Plan Land Use Map More information on the map revisions will be available soon. 

  • Amendments to the Laguna Ridge Specific Plan.  The Laguna Ridge Specific Plan was adopted in June 2004 and amendments are necessary to bring it current to the new General Plan.  Details on the proposed revisions will be available soon.
