How We're Responding

City Services

City staff are working hard to serve our community during this crisis. We’ve adjusted our operations and, with the help of technology, most city services are still operating. Staff phones and emails are being managed remotely and we’re finding new ways to ensure that field work and administrative work is being done safely in accordance with social distancing protocols. We’ve created a web page to share contact information and modifications to our services while the public health order remains in place. While many of our staff are working remotely, it’s our goal to provide exceptional services to our residents.

Animal Services

  • Return to owner (RTO) – Animals who have been picked up as strays can be reunited with their owners by appointment only. Please call (916) 687-3042 to arrange an appointment.
  • Stray animal intake – If you are unable to care for the pet while searching for an owner, stray animals can still be brought to the shelter during regular lobby hours. Please call (916) 687-3042 to arrange an appointment.
  • Animal service officers resume normal services
  • Pet licenses are only being accepted by mail or  online
  • Administrative hearings take place via remote video conference
  • Lobby opened with health and safety precautions
  • Microchip insertion for resident pet owners – by appointment
  • Animal Shelter adoptions continue with new COVID-19 safety measures in place. If you're interested in adopting a pet from the shelter, follow these 3 simple steps:
    1. See a pet you are  interested in online?  Call (916) 687-3042 option 3 or email  with the Animal ID number to be placed on an Interested Party list. Staff will let you know what number you are on the list.
    2. If/when you become first on that list, a staff member will call you to complete adoption counseling over the phone.
    3. A Meet and Greet appointment will be scheduled. Staff has put into place some social-distancing measures putting some space between you and the shelter staff (not the pets). If it's love, you take them home right then!

  • All trash, recyclables, and green waste collection are operating as usual.
  • The CDC’s recommendations as it relates to COVID-19 is to maintain six feet from others to prevent spreading the virus. The following areas are self-service areas and are not sanitized after every use. As a result, using the listed areas will be at your own risk and the City requests that you ensure six feet of separation from others during use. This applies to:

On Wednesday March 25, 2020, the City Council adopted a policy and procedures that give the City Manager the authority to modify, reduce, and/or suspend City transit services during a declared emergency event. While the policy and procedures are not intended to dictate exactly what service changes will occur and when, they provide general guidelines and options to respond to ridership loss, bus operator availability, government health and safety orders, and other unforeseen service impacts during an emergency event.

We know each decision we make has a far-reaching impact far beyond our operations. Keeping that in mind, e-tran has made the difficult decision to temporarily reduce service. We will continue to monitor the impacts to Elk Grove’s transit services and coordinate with the City’s contracted transit provider, Sacramento Regional Transit District, to determine if any additional service changes may be necessary under the present circumstances.

We encourage all our customers to please sign up for the City’s electronic Rider Alert notification system. This will allow us to notify you either by text or e-mail regarding any schedule adjustments, route modifications, and/or service reductions/suspensions. If you cannot receive Rider Alerts via text or e-mail, please call the e-tran customer service line at (916) 683-8726 to find out about your route or service.
