The Lyla Apartments
The Lyla is a newly constructed 294 multi-family unit development located at 9124 Bruceville Road. 291 affordable rental housing units are available via lottery and will be restricted between 30% and 80% of the area median income (AMI) for Sacramento County. The MOSA Apartment Homes
The MOSA Apartment Homes (formerly known as Poppy Grove) is a newly constructed 387 multi-family unit development located at 10129-10149 Bruceville Road. 384 affordable rental housing units will be available to households earning between 30%-80% AMI. The project amenities will include multi-purpose spaces for programmed activities, a computer learning center, and outdoor play areas. Eligibility Requirements
Both project will have units available to households earning below 80% AMI for Sacramento County. To qualify, applicants cannot exceed the annual gross income requirement based on their household size. All eligible households are encouraged to apply.

Is the lottery open to everyone or just Elk Grove residents?
The lottery is open to everyone.
Can I apply to both The Lyla and The MOSA Apartment Homes (formerly known as Poppy Grove)?
Yes, you can apply to both projects by indicating your preference in the lottery application. Please ensure that you select “both” when filling in the “I’m interested:” question to be considered for both projects.
When will the lottery be open?
You will be able to enter the lottery from September 20, 2024 to October 20, 2024. On September 20, this website will be updated and include a "Enter the Lottery" button at the top of the webpage. The lottery button will not appear on the website until September 20.
Can I enter multiple times to improve my chances?
No, only one entry is allowed per household. Any duplicate entries will be deleted.
If I enter the lottery, is my name automatically placed on a waitlist?
After the all the units are initially filled, the lottery list will become the waitlist for the first year. After that, all names will be cleared. If you are still interested in living at the property, you would need to contact the property to be added to its interest list.
When and how will I be contacted about the results?
If you are in the top 600 of the randomized ranking for each project, you will receive an email. The Property’s Leasing staff work through the list in order and based on your ranking you may or may not be asked to complete an application. There is no guarantee that a unit at your preferred rent level or number of bedrooms will be available even if you are asked to apply.
Leasing staff for each property will be reaching out to applicants at the top of the randomized ranking list starting in October or November. Due to the volume of applications and phasing of the projects, you may not be contacted until early 2025. If you are not in the top 600 in the ranking, you will not receive an email.
How will I know if my entry was received?
You will see a “success” screen and get an email verifying your entry. This may take a few hours or go into your spam filter, so please check there before contacting staff.
What do I do if I realize that I entered some of my information incorrectly?
Please forward your entry email to Joshua Tovar and share the information you’d like corrected. Do not submit a new entry.
What size units are available?
There are one-, two-, and three-bedroom units available.
How much are rents?
Both projects will have units available to households at 30%, 50%, 60% and 80% area median income. Rents will range from about $600 to $2,400, depending on size and affordability level.
The majority of units are for 60% area median income households, with rents between $1,250 and $1,780.
When will units be available to move in?
We expect the first move-in dates in late December 2024 or early January 2025. This is dependent on completion of construction and could be delayed by many factors. It may take 6 months before all the units are completed.
Are Housing Choice Vouchers (Section 8) accepted?
Yes.
Are pets allowed?
Yes, pets are allowed.
How is a household defined for purposes of calculating gross income?
A household is defined by the number of people living together in the home, regardless of whether they are related to each other.
What utilities will be gas or electric?
All utilities will be electric.
What is the smoking policy?
Both properties are a non-smoking community.
Why did Poppy Grove change their name to MOSA Apartment Homes?
Developers often choose to update their marketing name as part of a rebranding effort to better reflect their identity. Per the developer, MOSA Apartment Homes, evokes their commitment to providing a modern living experience.
Are there in-unit washer and dryers?
The Lyla will have shared laundry rooms at the ground level of each building. The MOSA will have full-size washers and dryers.
