The Laguna Ridge Specific Plan encompasses approximately 1,900± acres and is located in the southwestern portion of the City of Elk Grove. It lies west of Highway 99, south of Elk Grove Boulevard, east of Bruceville Road and the East Franklin Specific Plan area, and north of Bilby Road and the area referred to as the Southeast Policy Area
The Land Use Plan includes a mix of single and multi-family residential, along with various commercial/retail and employment sites. It also includes approximately 153 acres for parks, 86 acres of paseos & open space, and 127 acres for schools.

Specific Plan and Environmental Impact Report
The Laguna Ridge Specific Plan was adopted on June 16, 2004. Concurrently, the City certified an Environmental Impact Report (EIR) for the Plan. In December 2019 the City Council adopted an updated version to reflect the City's updated General Plan. Both of the Specific Plan and EIR are available for download below.

Supplemental Design Guidelines
In addition to the Citywide Design Guidelines, development within the Specific Plan must comply with the Laguna Ridge Supplemental Design Guidelines. This document, adopted August 2005, identifies special design considerations specific to the Specific Plan, including building architecture and street landscaping.

Laguna Ridge Town Center
In June 2008, the City approved the Laguna Ridge Town Center Specific Plan Amendment. This change to the Specific Plan modified the land plan for the area between Elk Grove Boulevard and Civic Center Drive from Bruceville Road to Laguna Springs Drive. It also included the certification of a Subsequent Environmental Impact Report and the adoption of the Laguna Ridge Town Center Design Guidelines.

Laguna Ridge Park Fee Programs
In 2006, the City established the Laguna Ridge Park Fee Program, provides funding for development of major park facilities that support the Laguna Ridge area, including a portion of the Civic Center complex and a portion of the Bartholomew Sports Park. This fee was last updated in 2019.
In October 2009, the City Council directed the creation of a Parks Improvement Fee to cover the acquisition, design, and construction of local, neighborhood, and other community parks within the Specific Plan. This fee was first adopted in September 2011 and was last updated in 2019. By adopting the Parks Fee, the City (along with its parks partner the Cosumnes Community Services District) took over responsibility for design and construction of the parks within the Specific Plan.
