Press Release - Elk Grove City Council Adopts Balanced Budget

The Elk Grove City Council unanimously adopted a balanced $374 million budget for the 2024-25 fiscal year which takes effect on July 1. The FY 2024-25 budget includes an operating budget for day-to-day city programs and services. The City’s General Fund Budget is $92.4 million for FY 2024-25, which is about $3.4 million (4%) more than last fiscal year. The long-term financial outlook shows a balanced General Fund budget (revenues are more than expenditures) annually over the next five years.

“This is a budget that the community should be proud of,” said City Manager Jason Behrmann. “It is a product of a tremendous partnership between the City Council and City staff that reflects an ongoing commitment to fiscal accountability and the funding of community priorities.”

Budget Highlights include:

  • 15 new positions, including 4 funded from Measure E and 7 conversions from contractors to City staff positions 
  • Enhanced policing efforts expanding the Youth Services Team, adding positions related to training and commercial vehicle enforcement, as well as new positions in Dispatch
  • Enhanced economic development initiatives focused on workforce development, small business and startup support as well as support for Project Elevate and Grant Line Business Park.
  • Increased funding for housing and homelessness support
  • New Laguna Ridge and Southeast Policy Area Parks
  • Elk Grove Library construction project
  • Laguna Creek Inter-Regional Trail Crossing at SR 99
  • Traffic Signal Enhancement and Congestion Relief Project

Because even the nation’s top economists are finding it hard to predict our fiscal future, the City will maintain a 25% Reserve, or ‘rainy day fund,’ to assist with navigating future economic uncertainty and cash flow needs. The City Council also continues to fund the City’s Opportunity Reserve that adds flexible funding for projects, acquisitions, unforeseen events, or other needs of the community. The Opportunity Reserve is also fully funded at 5% of adjusted appropriations.

“There is much to celebrate with this budget and the city’s strong fiscal health,” said Elk Grove Mayor, Bobbie Singh-Allen. “We all know that is not the case for the state or many cities in California who are facing very serious budget woes and looking at cutting services and positions. This budget will continue to benefit our residents and support Elk Grove’s quality of life.”
