About The Program
The E-Bike Voucher Program will provide Elk Grove residents 18+ with the opportunity to receive a voucher to reduce the cost of purchasing a new electric bike (e-bike). Vouchers can be used at participating local bike shops within Elk Grove and will be applied at the time of bike purchase.
The program aims to encourage greater utilization of e-bikes as a means of transportation, reducing vehicle miles traveled and congestion, and decreasing air pollution from transportation sources, consistent with the City’s Climate Action Plan.
Applications were open for one week, from September 3rd at 12pm until September 9th at 12pm. Vouchers will be distributed through a lottery system following eligibility verification, with 50% of funds reserved for low-income households. If you applied for a voucher, you can expect to receive an email in September with the status of your application.

Qualifications
In order to qualify, you must:
- Be at least 18 years of age
- Live in Elk Grove with a valid Elk Grove address
- Provide proof of age and residence: a photo of your driver's license, I.D., recent bill, or other verification
- Agree to keep your e-bike for at least a year after receiving a voucher. The City may randomly select voucher recipients during the one-year period to verify.
- Be willing to fill out a survey at time of application and approximately one year after purchasing your e-bike
Qualifying Devices:
Qualifying electric bicycles shall have at least the following characteristics:
- Bike must be new
- Class 1, 2, or 3
- Electric motor of 750 watts or less
- Come with manufacturer warranty of at least one year and covers electrical components
- Come with integrated front and rear lights
- Bike must be handed to participant fully assembled (no DIY or home assembly)
- Cargo bikes must be designed to carry at least one additional passenger OR bulkier loads than standard e-bikes can carry, and have an extended frame length greater than 68 inches. An e-trike is considered a cargo bike for this program
- No regular to electric conversions
How Much Do I Qualify For?
The voucher program is divided into two tiers, with higher voucher amounts available for residents with incomes less than 300% of the Federal Poverty Level (FPL), known as Priority Vouchers. Initially 50% of the available funding will be set aside for Priority Vouchers.
Priority Voucher applicants may receive:
- $750 towards the purchase of a standard e-bike
- $1,000 towards the purchase of a cargo or adaptive e-bike
All other applicants may receive:
- $500 towards the purchase of a standard e-bike
- $750 towards the purchase of a cargo or adaptive e-bike

Application Process

Residents may apply online at this website. Applications will be open for one week and vouchers will be distributed through a lottery system after eligibility verification, with 50% of funds reserved for low-income households. If you do not have Internet access, you may also apply in-person at Elk Grove City Hall.

Applicants must submit a photo of their driver’s license or current utility bill to verify their address is within Elk Grove.

Priority Vouchers will be provided following a self-certification process for income. The Priority Vouchers can be combined with other e-bike incentive programs, such as the California Air Resource Board’s forthcoming program for low-income households. Opportunities to combine vouchers are subject to availability.

Once the application is approved and the resident is notified, applicants have 30 days to purchase their e-bike. If a voucher is not used within 30 days, the voucher number will be disqualified and the funds held for that voucher will be returned to the pool of funding available for vouchers.

Applicants will be provided with a digital voucher (print voucher upon request) to take to a participating Elk Grove bike shop. The voucher will be applied at the time of purchase, immediately reducing the cost of the e-bike. The list of qualifying bike shops includes Pedego Electric Bikes, Cadence Bike Shop, Bikehaus and Elk Grove Bike Shop.

If the applicant is purchasing an adaptive e-bike, they may need to order online or from a retailer outside of Elk Grove. A separate application will be available for individuals purchasing an adaptive e-bike. Please email ebikevoucher@elkgrovecity.org to let us know you're considering an adaptive e-bike.

If the City receives an excess of applications beyond available funding, a standby list will be created.

Make sure you receive a confirmation email with your voucher before purchasing an e-bike. Any e-bikes purchased prior to the E-Bike Voucher Program launch date are not eligible.

Do I have to purchase from a bike shop in Elk Grove?
Yes. Purchasing locally will ensure that your e-bike has all of the necessary requirements. Participating bike shops include Pedego Electric Bikes, Cadence Bike Shop, Bikehaus and Elk Grove Bike Shop.

After I get approved, how long do I have to purchase my e-bike?
You have 30 days from the date of approval to purchase your e-bike. If you fail to do so, you may submit a new application.
Can I use the voucher to purchase accessories such as a helmet, lock, etc.?
No, the voucher may only be used to buy the e-bike itself.
Can other members of my household apply too?
Up to two members of a household can receive a voucher, and each individual may only receive one. Each family member who applies for a voucher must be at least 18 years old.
How do I apply my voucher while purchasing an e-bike?
You will receive a digital voucher through your email, or a physical voucher if you prefer. Show it to the retailer at time of purchase. Each voucher has a QR code which will be scanned, and your voucher amount will be applied.

Can I purchase an e-trike?
If you purchase an e-trike from any of the qualifying Elk Grove bike shops, it's considered a "cargo e-bike" and is eligible for $750 or $1,000 voucher, depending on your income.
When will I hear back about my application?
Applications will be open for one week (September 3rd at 12pm - September 9th at 12pm). You should expect to hear back about your application by mid-October.
