Officials from the City of Elk Grove,Cosumnes Fire Department,Elk Grove HARTand faith-based organizations came together today to announce a newOvernight Warming Location (OWL) Cooperativeto provide warming centers in Elk Grove this winter.
The Elk Grove Overnight Warming Location (OWL) Cooperative is a service network that involves the City, Cosumnes Fire Department, Elk Grove HART and volunteers from local churches and the Volunteers in Police Service (VIPs). Starting December 1 and running through April 30, 2022, when weather conditions present a danger to people who lack shelter or adequate home heating, an Elk Grove OWL will open.
"When temperatures are near freezing, everyone should have a place to come in from the cold," said Elk Grove Mayor Bobbie Singh-Allen. "Most overnight warming locations will offer a hot meal and a warm bed for adults who need it."
Thresholds for opening Elk Grove warming locations will supersede existing state and county recommendations for opening similar facilities. OWLs will serve adults 18 and older. Families with children will be referred to a motel voucher program coordinated by EG HART.
Organizers will initiate the opening of an OWL when the following conditions are expected:
•34 degree RealFeel forecasted for two days in a row; or
•A 75% probability of rain two days in a row; or
•Sustained winds of 15+MPH combined with a RealFeel of 36 degrees is forecasted two days in a row.
"We're making these changes because we think it's the right thing to do for our community," said Mayor Singh-Allen.
The sites for overnight warming locations will vary throughout the season. Notifications will be sent out by text and email through the City's Everbridge notification system and shared on city social media channels whenever an OWL will open. Community members who may need access to an OWL or know of people who may need OWL assistance are encouraged to sign up to receive notifications atwww.elkgrovecity.org/owl.
